Addressed to Commander-in-Chief No. 73.

I have received a note from the Japanese Embassy

stating that it is hardly possible for the Japanese

airmen to recognise national flags painted on awnings

of men-of-war and other vessels of third Powers and

requesting that a new method of identification be

instituted such as painting greater part of vessels

scarlet or some other colour. Japanese Embassy also

ask that necessary steps be taken to prevent Chinese

resorting to same measure. Motive of these proposals

is stated to be desire to avoid untoward incidents.
